Emjay Design Lab makes Senior Sentry, a Chrome extension for an older adult and the person who helps them. The home screen is a short list of large bookmarks. A caregiver on the same computer chooses which sites open quietly, which sites never open, and what happens when a new site is opened.
The lists stay on that computer. Senior Sentry does not ask for an account.
